Chairman of the Northern Elders Forum (NEF), Professor Ango Abdullahi, has faulted the inclusion of the names of service chiefs in the national award list.
He said the only reason could be that they are being rewarded for supporting Boko Haram.
He described the decision as shameless in view of the massive security challenges in the country.
Professor Abdullahi, a former Vice Chancellor of Ahmadu Bello University (ABU) and former Presidential Adviser on Agriculture, said sarcastically: "well, the service chiefs are doing very well for supporting Boko Haram. So why can't they be given honours?"
Asked if their choice could have anything to do with their efforts in ending the Boko Haram insurgency, he said: "I doubt so much if they have been trying to end the insurgency. If they had been trying, the insurgency should have been over by now.
"Already, it has been revealed that there has been suspicion of complicity on the part of the military. Mr. Davis said so and then what else do you want? Chief of Army Staff connected to Boko Haram; so if a Chief of Army Staff is connected, who else out of the rest would be out of it?
"We don't know who is who now, we don't know who is Boko Haram and who is Nigerian military. So, the award is uncalled for".
Similarly, human rights activist, Shehu Sani said the conferment of national awards at this time is uncalled for.
"The nation bleeds, innocent people are being killed daily, millions displaced, Chibok girls still in captivity, soldiers on the frontlines and the hearts of their families beat; yet some Nigerians will dress gorgeously, step into the glitz of the Banquet Hall in Abuja on Monday and without shame or sympathy receive 'the national award' for their 'service to Nigeria", he said.

The master flogged hint six hard strokes in his bare buttocks. Sule cried out loud as each stroke descended on his buttocks. Bawa had begun crying already. He dreaded the master's cane. Tanko was bracing himself for the worse. There was nothing he could do to change the situation, he had to take it. Meanwhile, Garba who was still watching out for the master heard the cries of Sule. His heart skipped. What was happening'? He went close to the cathedral and noticed that a candle had been lit. Then he saw through the window that the master had caught his friends and was flogging them. He panicked. Quietly, he began to scurry away to the hostel. His heart was burdened with fear and dread that he began to cry. He prayed his friends would not open up and mention his name. Mr. Jacobs ordered Bawa to lie down but the fat boy was still pleading. Tanko quickly dropped his shorts and lay in front of the Whiteman. The master dealt him hard strokes and Tanko cried out in pains. "Now Boy, it's your turn. I haven't got all morning," the master said calmly, even bored. "Please sir," Bawa pleaded, crying hysterically. "Lie down Boy and take your strokes," the Whiteman said, his voice rising a pitch higher. "Please sir, I will not do it again. We are not the ....
